I suspect what you have been told is that you need a password to allow you to run the computer.
If you have just aquired it, speak to the last owner for the code but if it has been yours and you have forgotten what it was then proof of ownership will be required for a dealer to fix it for you.

Remove the cmos battery for 5 - 10 minutes. That will reset all data in the bios.
