sounds to me like spyware, use a spyware remover program like spybot and run it in safe mode or get combofix and run it in safe mode too

oh a fun one. Reset your bios to defaults. if that doesn't work then try a windows disk boot up. if that doesn't work you're screwed.

if you want any of your files from the computer first pull out the hdd buy a cord and transfer them to another computer.

My webcam won't work on msn!

Unistall Windows Live Messenger
Erase the installation folder and this (XP): .\Documents and Settings\All Users\WLinstaller (or something that begins with WL and sound like that)
in Vista is in .\ProgramData\
REBOOT: REALLY IMPORTANT, I DID IT WITHOUT REBOOT AND DIDN'T WORK
After reboot, reinstall.
And everything's done.

your cam has to be setup on msn as well After you start Windows Live Messenger,
expand the view by clicking on the square
on top left next to the red X.
Then on the Windows Live messenger window on the
right side, click on “ “Show Menus.” And then click
on “Show the Menu Bar”.
Next go to the Menu Bar on right side, click on Action.
Go to “TOOLS” and click “Audio and Video Setting
