The relays clicking means that its a power supply related problem. Checking for faulty caps on the power supply and on the deflection board would be the first thing to try. Look for caps that have swollen or cracked tops(or have tiny holes near the X at the top)

The problem is caused by aged capacitor - when they used to heat up their internal resistance dropped so low that the current passing thru them got so high it triggered the overstress protection of the power source which shut down the tv. When the capacitors cooled down their resistance has risen enough to allow the tv to start again.
Now some of this capacitors have failed completely and the protection of the power source kicks in immediately after you try to start the tv. The tv must be opened and all the capacitors must be replaced - this is a job that is definitely for a pro. If you're lucky and nothing else was fried when these capacitors failed the cost to repair it will be reasonable - around $250.
