Question about Nokia 5800 XpressMusic Smartphone

No, you can not track your phone with any such gismo, its science fiction. You often do see something like it in TV.
What you can do with the Imei number is to call the service provider and report it stolen. This will render the phone unusable in the network, you can also report it to the police? i'm not sure how that goes.
While you probably won't get your phone back, you can make it as hard as possible to make any use of by calling the service provider with the imei and reporting it stolen, hopefully they will put it on a blocked list and it can't be used in any network after that.
But if you just lost the phone in your appartment or similar, then this would not be a good idea, just find the phone.
