My TV was doing the same thing. Someone told me to disconnect the front menu buttons and this worked for me. The board goes haywire. You have to take off the front black panel on the bottom first then the grey front panel where the controls are. Once you do this you will see where there is a plug from tv to the panel where the control buttons are. Just disconnect. You will only be able to use your remote for TV. Its a cheap and easy fix. Just lots of screws to get the panels off and on. Good luck!
I would start by trying other codes on the universal remote. Sometimes codes will only work part of the remote such as the numbers or channels but not volume. Your motorola cable remote sounds like it may only need a good cleaning. sometimes when you take remotes apart it will look like somthing got spilt in it. I would start there first.
Since remote does not work, try taking out batt and turning on by set. See if still turns up. It could be that the up button is jammed inside set. Does everything else works? See if you can go to menu and turn speakers off, this will allow you to work on set and not worry about noise.
Customer service at RCA stated that you have to simultaneously push the menu button on the TV and the volume down button on the factory issued remote hold for three seconds and the parental should unlock and allow access again.
You need to get into the audio menu and turn the speaker on. Usually even without the remote the control the buttons on the set will allow this. Sometimes they are not marked but usually pushing two buttons at once, or holding one while pushing another will work. Experimentation should yield which ones work. Once you are in the menu it should be easy to get to the audio controls using the buttons on the front. Again experimentation and retrys may be required. When you find the correct menu toggle the speaker back on and you should be good.
