SOURCE: when i try to boot
Most likely a driver error or bad hardware. Could be a video card, modem or NIC, bad memory. try some basic troubleshooting, Remove all but the bare esentials. Take out any add is PCI devices such as modems or network cards, sound cards or extra usb ports. If you have onboard video but are using a AGP or PCI video card, remove that as well and use just the onboard.
If it works, then you know its one of the things you removed.
put on in and boot, then another and boot, till it has that problem again, Once it does, you will know it was the last thing you put in.
Remove it and test anything else you removed to be sure.
Then boot into windows and try un-installing any drivers and then re-installing them before putting it back in. This way Windows is ready for it when you hook it up.
If you still have problems, then the hardware may just be bad. Replace it.
IF you are still having trouble or think its something else, let me know, we can try other stuff.

SOURCE: Windows does not boot up
This is likely your hard drive - this could be a drive error - in which case your drive is likely lost (and the data on it) I'm afraid. A technician would check the cables to your drive are ok. In laptops you can usually take out the hard drive under the laptop. If you can, do this, clean the connectors and plug back in. If that doesn't work then I'm afraid it isnt good.

Try pressing F-8 and look for last known good working configuration.
If you are trying to reload from CD/DVD drive and it continues to boot into your old windows configuration, Enter your BIOS settings, and change the boot order to CD/DVD and then Hard drive
