Question about Apple iPhone Smartphone
It's a broken digitizer. Take it to the apple store. If they won't help you, You can try to replace the part yourself, it is available on any auction website (iPhone 4G digitizer/LCD assembly). There is an iPhone 4G Repair service that can fix it for you, but if you're a little tech savy you should use an iPhone 4G repair guide that teaches you how to do the repair yourself.

Hi, well this is a common thing to happen, and many people repair it themselves, it is not too hard of a job, the screen really has two pieces to it, the touch screen, and the actual screen, both have leads and both need to be connected, the parts are not all that expensive either. There are tutorials how to do it also Ebay is a good place, but not the only place to obtain a replacement "Kit" sometimes they even come with tools to help do the job. Often you need to buy ALL the Glass Protection Screen, the Actual picture Screen & the Touchscreen layer as well.
Below is the master Google link, for a tutorial how to replace the screen.
