It could be that you are missing a shaft key, look to see if there is a groove in the shaft and in the flywheel if so there should be a key in this groove to keep the shaft from slipping.
Your local hardware store should have one. You will need to Measure the keyway width and height to buy key stock of those dimensions then cut off the length you need.
If it is a Woodruff or Half Moon key it might be harder to find the right one but a good hardware can do it.
