The jitter is called a vertical sync problem. The problem is on the "A" board. It can be replaced or rebuilt but will be quite expensive to service.

I found this solution from SONY's website.
The STANDBY light will flash if an issue is detected within the television. This can sometimes be resolved by simply following the steps below to reset the television.

sounds like you have a bad tube you can attepmt a temporary fix for this problem but is kinda hazardous and does'nt always do any good . but you can remove the front of the tv where the speakers areand tap on the base of the tubes lightly to see if you can get some of the carbon build up loose from inside the tube. also try adjusting the screen voltage for what ever color you see the lines for sometimes turning down the screen voltage can help
