My fagor oven cable melted. How hot should it get on the outside?

Depends on your cable insulation specification.
In the UK an electric oven requires a 32Amp supply which is normally supplied with 8mm cable. So at 110volts double the current and cable capacity.
Crimp the connection on the oven and feed from a specific fuse box.
If there is at least 2inches of clearance and the connections are tight, the cable will stay cool.
Check your local Electrical Regulations for installation specifications.

Where is the fuse for a 9 year old Kelvinator undercounter oven situated?

There is none. Look in the circuit breaker box on the outside of the house for the one marked oven. It will be 2 breakers side by side with a metal part connecting both levers together. Move both handles back and forth a couple of times. That may restore power to the heating element. If one breaker trips it leaves 120 volts to work the light and the clock, but the element is 240 volts. It may have shorted with age. You may need to replace the elements if the breakers keep tripping after you reset it at the panel.

And FYI they say,

Pizza dough spilled into top of oven.

Pizza sauce tends to be highly conductive and corrosive. If it got into the keypad or control board it is probably causing a short. It may be able to be carefully cleaned with alcohol but some disassembly is required.

As an installer, without a manufacturer's specification, I would assume no specific clearance is required. Further, if you check the exploded parts diagram in the manual you will note that there is an insulating panel in the base of the oven. Evidently the oven has been designed to insulate the exterior panel from excess heating and does not require any minimum clearance at the base.

the only recommendation for clearance given by turbochef is there must be at least a 2 inch gap between the top of the oven and any shelf or work surface above it,
however experience tells me that you shoul have at least 4 - 6 inches of clearance all around to ensure sufficient coolin airflow if there is not sufficient airflow the oven will suffer from overheating with EC overtemp error messages being displayed, you should also bear in mind the requirement for clear access for the service technician should a problem arise

Minimum 30" from cooking surface is general guideline, check with your installation instructions, for liability and insurance purposes, if you do not, and something happens, you may not be covered. Follow specifications

You must use a three-wire, single-phase A.C.
208Y/120 Volt or 240/120 Volt, 60 hertz
electrical system. If you connect to aluminum
wiring, properly installed connectors approved
for use with aluminum wiring must be used.

That means that you ned a double 40 amp breaker.

Ok after looking at the nfpa book what they require is the clearances to be set to what the manufacturer requires this will be listed in the instruction manual. And any gas needs to be installed with a flexible dormont style hose with a gas approved shut off device installed within 4 feet of the appliance.
