Did you check all four transistors (c5706/5707) on the board, also look at the bottom rubber seals of the purple casing electrolytic caps to see if they are bulging. And yes, yo can have bad lamp assemlies problem due to age or poor solder connection at the ends of the lamps.

Oh by the way, did you remove the old solder, clean the inductor leads and then resolder them back on and Ohm them out?

My hp pavilion F1703 monitor goes blank about every 30 seconds.

Thsi model has known problem with bad solder joints due to contamination, you need to remove the old solder on the four inductor leads, clean the leads eal well and resolder, see my pictures here: http://s807.photobucket.com/albums/yy352/budm/HP%20F1703/
Al so look to see any one of the capacitors have bulging top, they should be completely flat top.

can u boot into the safe mode and see if the monitor will work cause it sounds like to me that you either have a driver that is failing or the monitor is failing

Blackout problem

Normal problem is dry solder of Inverter transformer and/or transistors around it .
If you can see the backlight ,white 2pin connectors connect to invertor pCB.Look around these two connectors you should see 2 brown/yellow/red transformers with a ferrite core. These are the inverter transformers , resolder all pins and power transistors around it.
That should solve your proble.
Please provide feedback and rate this solution.

HP Pavilion F1503 1503 15in Flat. screen blanks out constantly

THis is a problem of the invertor board. If you are technically able you need to disasseble the monitor and resolder components around the red or yellow inverter transformers.
