The mini computers dont have CD drive so use the following option

Dell has a default partition on the computer and you can install with the same..
If you have windows 7 on the computer then tap F8 when the computer turns on and then you will be able to see the advanced boot options.. Select repair my computer.. In the repair my computer screen select the dell factory image restore...
Your computer will go through the installation and it will be up and running...
If you have windows Xp then you have to turn on the computer and when the dell logo appears you have to simultaneously press control and the F11key.. You will be able to reinstall the OS in this way..

If the restore option is not available then call up the tech support of dell(18006249896) they will replace the HDD to fix the issue

NTLDR missing problem

NTLDR is one of the essential files for booting up your system. If this file is corrupt or missing the computer wont simply boot. The solution here is to Get the CD for your operating system. For example Windows XP or Windows 7 etc. If you are using Windows XP, put the CD in the CD ROM and press Del or F2 to get into the BIOS of the computer. Go to the Boot Order or Boot Sequence and select the CD drive to be the first boot device and press F10 to save and exit. This will allow the XP CD to boot. On the first page after loading all the files, press enter, then you will have to press F8 to accept the Microsoft license, then you can select "R" to repair the system (This will only overwrite the contents in the C:\Windows and this will fix up your start up problem. If you are using Windows 7, boot from the CD like in XP then choose to repair your system.

Many times this error is caused when the computer is attempting to boot from a non-bootable CD-ROM. First verify that no CD is in the computer, unless you are attempting to boot from a CD.

It states windows could not start because file missing or corrupt: \WINDOWS\SYSTEM32\CONFIG\SYSTEM you can attempt to repair this file by starting windows setup using the original set-up cd-rom. I did...

Check that the Bios will allow boot from cd by going into the bios and nselecting DVD drive as master or first boot device.
Re start the notebook with the disk in the drive and then it will boot from the CD. Then try again to repair your system.
Hope that helps.

\Windows\System32\Config\System; Repair w/CD-ROM; NO CD-ROM

if you can get an external cd/dvd drive from a friend, then you could solve the problem.

other solutions would mean that you will reinstall windows again. This takes more time and has a few tricks to be done from a flash drive.

Windows>\system32\hal.dll. corrupt

HAL.DLL Missing or Corrupt

If you get an error regarding a missing or corrupt hal.dll file, it might simply be the BOOT.INI file on the root of the C: drive that is misconfigured

Insert and boot from your WindowsXP CD.
At the first R=Repair option, press the R key
Press the number that corresponds to the correct location for the installation of Windows you want to repair.
Typically this will be #1
Type bootcfg /list to show the current entries in the BOOT.INI file
Type bootcfg /rebuild to repair it
Take out the CD ROM and type exit
