I think U better look in the definition of "download" and "card". Ones a software (file, not rasp) and the other is a thingy that occupies space and has weight.

As per the diagnostic LED's, it is an issue with Video initialization failure. Your computer has onboard Graphics which is built into the Motherboard.
Video Initialization failure could happen if there is :
Unseated AGP card
Bad AGP card
Bad motherboard

As per your Svc Tag your system doesn't have AGP Graphics Card, Probable issue with MOBO.
This computer doesn't have a AGP Slot (Graphics Card Slot) to try connecting Graphics Card.
Need to repair/replace MOBO.

Computer doesn't work with monitors, yet turns on properly (Not a monitor problem)

The usual problem with a completely blank screen, even with known working monitors is the graphics card. Relatively easy to put right with a new graphics card unless the graphics is built into the motherboard. This can be checked by looking on the back of the computer. Is the video outlet grouped with the keyboard, mouse etc sockets or separate from these. If it is with these the graphics card is built into the motherboard and would be uneconomic to do anything with unless the board takes a separate card. If you want to try a separate or different graphics card, make sure you get the correct interface, PCI, AGP, PCIe etc etc

There are a number of different graphics that could have been installed when the system was built. You should find out which card you have and get the lastest drivers (from Dell Support Online) and update it. You can also download DirectX10 from here

My download video not playing

Whats the error? Some videos maybe of high graphics resolution exceeding the capabiliy of your Graphics Card.You may have to upgrade your PCI Graphics Card.But first,how reliable is the source of the downloads,try downloading the same video from another site and see what happens.Also,try using different media players and see what happens.

It's probably the graphics card. They are one of the most common items to go bad over time. You could try to open your computer and blow out the dust from the video card, the CPU, the Fans, the Power Supply, and any other area you see dust collecting. You'll want to unplug the unit and take it outside to do this. Also, if you have more than one port on the back that will take the monitor cable, try plugging the monitor into that to see if that works. (some machines have a video card in a PCI slot as well as a built in video port... if the PCI card is bad, the built in port could still work).

The graphics card on that computer is built on the motherboard(onboard graphics) it is the integrated Intel Extreme2 Graphics chip. You can use just about any size monitor.Make sure you download the latest drivers for it before hooking it up to something like a 42" monitor just in case.

Computer turns on but can't get anything to display on monitor

Good day sir/ma'am, it looks like the problem is in the Memory, not your video card. open your pc access lid usually on the side. and locate your RAM. its usually a long flat module mounted on the motherboard. on its side press the lock to release the module, then reinsert it again. test. if still doesnt work remove it and clean the contact by an eraser. yes eraser, just like you are erasing the foil contact. do it on both side. replace it again then test. if still does not work do it several times. you may try to reseat the video card if its an expansion card. if it is built-in. just leave it. hope this may solve it. if you have any more questions feel free to ask. thanks.

Built in graphics not working

Try removing the bios battery. that will reset the motherboard settings. U can also try to find the reset jumer on the motherboard. im most cases it will fix the problem.

well i did not understand what acctually your problem is....
if u can not see anything and only see that message then the problem is which your graphic card or with your monitors data cable....

what you do is that check your graphic card ..... if you have installed a graphic card other than the default built in graphic card ..... then what you do is that plug in your data cable of your monitor into the builtin graphic card and then check the monitor....

if you have already using the buildin grapic card then what i recommend is to take to computer to a computer consultant.....

to try with a different monitor to check if the problem is with the data cable...
