On another computer do a Google search for a free password cracking program. One of the best is Ophcrack. Download it and load it on a USB drive, boot the Compaq in safe mode and load the USB program and run Ophcrack. Your passwords will show up and you should see the System password in the list
You've no chance of cracking the power on password without help from Dell themselves, but you have to have ownership of the laptop and have it registered to you with Dell otherwise they will refuse to give you the password to get into the operating system and reset the password.
If they do refuse then the only other option is to replace the motherboard which are not cheap.
The reason for this is that the power on password is stored on the TMP chip which is similar to the eeprom chip. It always remembers the password even if you take the BIOS battery out. You cannot reset the password without help from Dell.
First you will need a router which will enable you to create a wireless network for your internet connection. I recommend, if you're purchasing online, to use Tigerdirect. Then you would need a USB wireless adapter for your laptop which will enable it to communicate with the wireless router and establish an internet connection. Below are some links for the most affordable and best rated products you need. USB wireless adapter. Wireless router
Try this: -
Remove your Laptop Li-ion battery module. Then remove the RTC battery for at least 15min. Replace RTC, and boot the computer ONLY with the AC-Adapter. Enter the BIOS and set to boot from USB
Unfortunately on most Compaq/HP mobile devices the AC pin is soldered directly onto the motherboard. If the pin is severely bent of broken off then a service is required, usually to replace the motherboard. Having the broken off like then can actually create a minor crack in the PCB. Sorry for the bad news.
