Alot of Laptops have the Operating System Embedded on the Hard Drive, which you would need the System Disks that came with the laptop, otherwise Try Right Clicking on the Drives ICON in My COmputer..... You will get a Format option there...

My hard drive is unable to open and format

You will probably need to remove the drive and use another computer to format it. You can buy an adapter to connect it to another pc as a USB drive and format it this way. They are not very expensive. Hope this helps.

Format

You must boot from a USB, SD card or USB DVD, with an operating system installed on it, then once booted from that, you can then Partition and format your PC. You can use a Windows install DVD. http://www.ehow.com/how_4745263_format-hard-drive-notebook-computer.html

How do I reformat

I am assuming you will be putting Windows back on your computer. If that is true, just put your Windows disk into your laptop and reboot. A setup menu will start and you will eventually be prompted to choose a partition to install on. Choose the C: drive and then another menu will ask if you want to format using FAT or NTSC. It may also ask either Quick or Full format. If you want a thorough format, choose full and NTSC. Otherwise just choose the Quick and NTSC. Your drive will then be formated and a fresh copy of Windows. I hope this helps.
