The first thing to start with is your ignitor. How do you say front and center on a round unit. Look to your book to find this or the scematic on the elect. box inside the heater. Once you find this, make sure the power is off and unplug the wires and check foe continuity through the ignitor. If you have none this is a bad ignitor. It removes with a couple of screws. Be very careful with the new one as they are very fradgle. It will come in a box with soft but supportive packing around it. Inspect it when you buy it a lot get broken any way. If you take it home and find it broken the store will assume it is you that broke it. Make sure that you don't have a leak in the heater as a drop of water when this is hot will break it.
If this is not the case then you will need to go in the other direction and go back into the heater. For this you will want your book so you can use the trouble shooting flow charts they provide.

Copy following link to troubleshoot by type of gas control valve, instructions how-to-light-water-heater, including error codes etc:
http://waterheatertimer.org/How-to-troubleshoot-gas-water-heater.html#intellivent
To reset the intellivent gas control, press and hold both arrow buttons for about 5 seconds
This water heater requires pilot flame. Look through site glass and upward (or use mirror) to see if pilot is ON and burning clear blue flame and not lazy yellow flame.
Check that gas shut-off is parallel to gas line:
http://waterheatertimer.org/images/Gas-water-heater-89-valve-2.jpg
Check if outlet has 120Volt, and that polarity of outlet is correct. Power vent water heaters require correct polarity: use circuit analyzer. Check if there is ground continuity between ground and manifold tube (center tube that connects between burner and gas control valve).
Scroll to top of same link to read about FV system and air intake cleaning. Must have good supply of incoming air.
Same page half way down has troubleshoot section for pressure switch testing, blower troubleshoot etc. The pressure switch and blower communicate electrically with gas control thermostat to determine when to release gas to burner where pilot ignites gas, causing poisonous combustion by-product to vent outdoors and help nature.
This model has thermopile instead of thermocouple. Basically thermopile is several thermocouples. When heated, thermopile generates enough current to run small electronic circuit inside gas control valve. This circuitry is very common in hvac units but fairly recent to water heaters. Advantage is error code troubleshoot and more optional controls, for example future response to in-home zwave remote controls and home automation
Get model number and brand from label on side of tank and post question on pro water heater forum with list of what you have tried so far.

Heater takes a long time to fire up.

There is a flow switch if that's not working. same problem needs to be tested Gas valve solinoid could cause this Igniter could cause this problem Gas pressure regulator wrong pressure should be about 2.7KPA LPG Gas valve should be set to about 2.6 KPA LPG

Does the vent motor come on when you turn on a powervent hot water heater

`1) Copy following link to troubleshoot by type of gas control valve, blower motor links, pressure switch testing, and other professional resources:
http://waterheatertimer.org/How-to-troubleshoot-gas-water-heater.html#intellivent
http://www.thetankatwaterheaterrescue.com/forums/forum3/

2) Power-vent blower motor can go bad.
Plug motor directly into outlet, or turn on-off switch on, and see if motor works.
Check outlet for correct polarity, and for at least 80% of rated voltage.
Check vacuum switch. Blower creates vacuum, and the vacuum switch detect vacuum, and signals gas control valve that burner sequence can continue.
Gas control valve can also go bad. Wiring etc can go bad.

You should not have any gas at the union until the heater tries to fire. The Air Flow Switch circuit should have 24 volts at the switch and should be tested. If the voltage is not correct then more trouble shooting will need to be done.

Your "bypass valve" is open and the water in your heater is boiling. Close the valve at least 1/2 way (or more) , which will force water through the heater and restore operation. The bypass valve is located on the pipe leaving the filter just past the first tee.

Heater exhaust blower comes on ignitor lights but it doesn't seem to get gas everything works but no flame and blower won't kick on the unit is brand new and was working this morning then stopped

This furnace should have a trobleshooting diagnostic led flashing light. Each blink (for example 3 blinks means open limit switch) has a particlur meaning. On the bottom panel has an explaination on what the blinks mean. But in the meantime check 24v at the gas right as the ignitors light. If you have 24v and the gas valve doesnt let the gas thru then the gas valve might be defective. I usually put 24v dircetly to the gas valve for 2-3 seconds to see if gas will come out. It is loud enogh to hear as well as smell. If you dont have 24v as the ignitor tries to light then check the air pressure switch. Also follow the wire off the gas valve. One is to ground. Make sure the gas valve is grounded. Follow not the grounded wire but the other one. Find out where the 24v power stops.

I just replaced the control module and flame sensor. The heater fires up for about a minute then the blower comes on and it appears to blow out the flame. It will fire up again and work until the blower...

This is backwards. The blower comes on first then after the air pressure is good in the exaust it will turn on the power to the ignitor and open the gas valve. If it is doing what your describing there is something wrong with the way it is wired. But many times people will mistake the noise of the blower comming on for the flame and the sound of the gas valve and the ignitor for the blower kicking in. This is probally the case. If you have water in the fire box this is a much bigger problem with your heat exchanger and it will do damage to other components. If this is the case it is time to replace the heater. All of this is symptommatic of bad water chemestry and you will need to address this or you will damage the new heater and chemecal damage is never covered by warrenty. Good luck.

Are you sure that the flame sensor is installed correctly? If the flame comes on and the flame sensor is right in the flame, then the control module is not working right. It's not 'seeing' the flame sensor input. You can prove it by jumper across the contact wires on the flame sensor. If it stays lit when you jump out the sensor, it's not working. The flame sensor tip needs to be right in the pilot flame to sense heat.

Rheem/GE power vent water heater, pilot lites, but not the main

I would check to see if the switch on the blower pressure sensor is closing...When T-stat calls for flame, the circuit starts the blower, then the blower pressure sensor switch closes to allow the main gas valve to be powered.
