To reset the BIOS password read the information from this link.

In case of your laptop the easiest method would be using software from Hiren's Boot CD as it's pretty hard to open it up and reach for the CMOS battery or the jumper.

Sometimes a password is set in the BIOS firmware and is used as an anti-theft device. You will have to get help from Dell themselves who will be able to remove the password once they are satisfied that the sale was bona-fide.

Most BIOS are set purposely by the owner. A lot of BIOS passwords I have seen that are default is "clear". If you cant get into it that way, you will have to find a way to open it up and remove the CMOS battery to reset the BIOS.
