Question about Toshiba 42HP95 Television
The reason your television does not come on and you only have blinking red light is because there is a problem inside the unit.
The problem mainly is either from the main panel or the power panel of the television. There is a burnt capacitor on the main panel or the power panel that is why it is not powering up.
Unplug the television for a while, about an hour or two, so the high voltage on it will dissipate, then you unscrew the screws at the back. You will have access to the main panel and the power panel, assess it and you will find a burnt capacitor, have it replaced by turning the panel to the other side and melting it off with a soldering iron and replacing it with a new one. Then couple the television back together.
