THERE IS NO FUEL SAFETY SWITCH ON A 02 OPTIMA . IF YOUR HAVING TROUBLE GETTING IT TO START YHEY HAVE ISSUES WITH TIMING BELTS TAKING OUT THE CRANK SENSOR WHICH WILL KILL SPARK AND INJECTOR PULSE .

Follow your nose and you will be able to it ,just remember to disconnect the battery first and draw a fan belt diagram before you take it off

power steering pump probably went out.. if you can easily get at the belt and are any kind of mechanically inclined, remove the drive belt to the p/s pump and then start the car if the noise is gone then its probably part of the power steering pump

Not sure what engine you have , but I had an 02 rio with the 1.5 L . The serpentine belt did not have a tensioner (spring loaded) pulley , the belt tightness was adjusted by pivoting the alternator mount.
If you are takling about the Timing belt , the tensioner pulley wont move (even though it is on a spring ) untill you loosen the bolt in the center.

It has to be located just above the belt near the power steering pump. Common sense will let you know that the tension bolt will tighten or lossen the belt.
