Question about Cell Phones
Honestly I am not very familiar with Palm, but I have few similar experiences, you can give a try.
If it's related to phone's application issue, then you may try a partial erase, i.e..go into Device Info page and select Partial Erase from the Reset Option, it'll restart.
Another tips is Resetting using the buttons, i.e. Hold down the Power switch in while toggling "ringer on/off switch", Turn Off, Turn on.
Another, Restarting the phone: No need to turn off manually, simply remove the battery, wait for few minutes (5 mins will do), again reinstall the battery and Turn Back on.
If nothing's helpful, I would suggest you to Update the O.S.

The problem is with the dial button, it is either the keypad is not making contact or the dial bu panel is faulty, i will advice you try remove the dial keypad button and press, see if you can dial that way, if not, you will need to give the phone to a repair person to help service the dial panel button panel of your phone.
