First off, most Youtube videos have bad sound but most likely is you need to lower the volume for FLASH via the sound mixer. Both are using flash. Turn down the volume for flash videos. You also have volume control with the video themselves.
Your install may have disabled your soundfor ome reason. Cick "start", then on "contrl panel" Fnd and right click on "device manager", open an click on continue. Click on the box(on right) of "sound audio and game controllers". Do you see a warning, ?, !, or yellow triangle?. If so click on that an follow proceedure. Your device(s) should show in drop down. It's possible that your install requires enabling of a device previously not there before or that was disabled because it wasn't needed. Right click on each device one at a time and you should see "disable". If you see "enable" click on that and exit. Check each device. If you are using on board sound you can try update by windows by right clicking on device then on properties. You should see "this device is working properly". Click on the "driver" tab and click on "automatically search for updates...". When finished, exit. You should have a speaker icon in your taskbar, lower right of screen. Right click on it and click on "open sound mixer" and adjust your volume.

it seems as if you need to select your appiorate sound device
you can do this by clicking start / all programs / accessories / entertainment / volume control
then click on options and then properties , in the MIXER DEVICE select the appiorate sound device. is you are not sure whic one, play around until you find it. Also verify your settings for your ATI hight defionation audio to ensure you got it set up properly
