You most likely checked all the obvious settings, checked, volume control, within Skype it is not on mute.
also within Skype, you can also perform audio and video testing, to confirm the issue is not from your end.
If this still fails, and you can not hear the other party ... the issue may be at their end. They will need to check their settings and skype settings.
