If you still have acer recovery partition. during boot press alt+F10, it will guide you to re-installing your windows.
this will delete everything in c parition and install new windows.
if your recovery parition is gone, i hope you already create recovery disk, so you can boot from recovery disk and install windows again.

Starbug1S1- This may have been something you have already checked but I will suggest anyways. You said you had control of your sound from other means - Sounds and Audio Devices properties was one- did you notice a check box that reads Place volume icon on the task bar. This may remedy part of your problem if you put a check in the box. Hopefully this helps. Thanks.

Windows XP Pro was reinstalled but failed the genuine windows because it was a volume license key which has been blocked. I did give my disc that dell had sent to me to the technician but he obviously did...

As you are unsure as to what to do then take it back to the techy. Reinstall from boot means altering the boot sequence so that your m/c will boot from the disk not the hard drive.

Depending on the BIOS this can be done either by pressing an F button (often F12) or changing the sequence within the BIOS.

Tv/media/volume buttons

if you mean the buttons on the left side of keyboard.
most of the time, it's windows problem.
try to reload/re-install windows first, if it still not working, it;s mean something wrong with that button.
