The problem is that while creating a new pin code, you entered the wrong initial pin and it was entered 3 time, so it blocked your line.
The PUK code is 8 digit code that is on the main card that your sim card was taken from. When you bought your sim card, you had your sim card in a sim carrier, the service manual and it comes in a sealed pack.
On the carrier that the sim was removed, you have your PUK number, on some it is written as PERSONAL UNBLOCKING KEY, that is the key you need to enter on your phone, then you follow the rest of the intructions that will be given to you after entering the PUK.
