Could be the drive belt is slipping. This is the belt that goes from the engine to the transmission. If it is worn it can slip. You can go to this link and view parts.
http://www.ereplacementparts.com/murray-46581x92a-2000-4634-lawn-tractor-parts-c-17887_17888_28185.html

It refers to the belt as ITEM 15. Belt, motion drive

If it is a Craftsman riding mower, it has to have a drive belt unless it is shaft-driven. Its behaving precisely like a mower which has a drive belt that is so worn its "hanging by a thread - literally". That's why it won't pull a hill but is OK on level ground. You need to replace the drive belt, but you need to find it first. Consult your manual about what belt to use (you can get it at Sears) and the routing pattern.

17 ohv briggs and stratton cuts out when going up hill

Sounds like it is starving for fuel. Check the fuel pick up in the fuel tank first. If it is ok, then check your owner's and see if it is equipped with an "oil level safety switch" if not, then the issue is likely your float level in the carburetor.

How to adjust the mower deck on my murray rider,

Park the tractor on a firm, level surface. . .
At the lower end of the lift/lower travel slot, there should be a plastic cover which you pop up so that your blade lift handle goes all the way down (it should say something about blade level on there somewhere. . . . .
After you have the handle in this position, look at the front lift arms of the mower deck and find the 2 large wing nuts, one on each side. . . . .
Loosen these while the deck is down and then retighten them Your deck is now level and will lift to its highest recommended position when you raise the lever

Transmission slips going into second gear

Does it slip going into any other gear? First off, try checking the Transmission fluid level to ensure it is at the proper level (do this only after the car is hot and the car is running and on level ground for an accurate fluid level reading. If the fluid level seems to be in the proper range, bring the car to a reputable mechanic for inspection and/or adjustment on the bands of the transmission.
