An engine running at reduced power could have different issues. Check for carbon build up in the muffler and on the spark arrestor screen at opening on muffler. Cleaning it fixes this issue. Yes, it could be a carb issue also. If you can, remove the carb and its covers and gaskets, noting where they go, and spray the carb liberally with aerosol carb cleaner. You may just need to adjust the H and L speed jets on the carburetor. There is no one solution to your problem, but it is most likely carbon build up or a malfunctioning carb. A gasket and diaghragm kit (under $10) can fix a lot of carb issues, so after cleaning and if you see no improvement, consider installing a new G & D kit.
Also, don't forget to check the condition of the spark plug. The way a plug looks tells a real story about how the engine is performing. With the plug removed, shine a flashlight into the engine down onto the piston and note how much carbon/crud/buildup there is. Removing this buildup improves engine efficiency and lost power also.
