Remove battery and sim from phone for ten mins then put everything together
In phone settings you should also have the factory reset to default phone settings option, if you use this options priorities will be set to normal.
I can see in the manual there is no reset settings procedure either, and ZTE corporation, who built your phone, does not seem to provide any support .

Go to page 34-35 and try setting network in automatic, also disable network call bar, which can bar determined calls, apparently this is all you can do.

i removed the sim and battery for 10 min and it still did not work. I can not find factory reset to default phone setting anywhere in any of the settings. in the in "preferred networks" at&t will always pop up as #5 and i can not change it to #1 unless I delete the top 4 but a message pops up saying "unfinished"each time i delete one. in select from list section, when I click on at&t and try change the priority from 24 to #1 a pop up message reads "unable to add to network". if i turn off the phone i have to do it all over again. every once in a while i do get one bar on the top showing but i still can not make a call. i did factory reset to my phone but that did not work. I read in the phone section for dialing put in #3646633# and that should let you change things on the phone but that does not work also..Help
the manual you sent is not my phone. my phone is the Cert A88 smart phone dual sims. it is just like the apple iphone. every once in a while i will get 1 signal bar at the top but it will go away if i try and use the phone. if i move around with the phone i may get 2 bars but it will read a pop of "fail", when i try and use the phone to dial out.
