Well, I'm personally not sure, on another forum, a user posted this problem and one solution was to remove all pictures from your picture folder onto your desktop. That user did this, and apparently his webcam was working again. I'm not sure, but if you still can't find a solution, it's worth a try.

If it's new, force them to provide the cam to work properly. Insist if they don't want to make it work. If you aren't computer skilled thats the best, imo.
The other way, the hard way, you could uninstall all the related webcam software, restart PC, don't install nothing more at this point, and then run a cleaner like CCleaner (clean both temps/regitry fix), restart again, and then reinstall the software.
I had the same problem with the Extensa 5420-5687 as well, I went to the device manager and found my crystal eye webcam (there was a yellow exclaimation point on it) I tried to update the driver software by having it search automatically for the software, but it just said that it was up to date...that still didnt fix my problem. So i tried browsing my computer for the driver. I picked "let me pick from a list of drivers on my computer" I then clicked on "Acer crystal eye webcam" then i hit next, it then installed the updated driver. After that my webcam worked again!
