To get it to shut off you can try holding down on the power button and the home button at the same time and hold them down for a good 30 to 40 seconds and this may get it to shut off. If it does shut off when you get it to power up again if it is still not working properly you may want to shut it off again and try putting it in to recovery mode and this will allow you to reset the phone so it get's rid off the glitch hopefully.
