I have a new Futura CE250. I fixed my "can not run an x86 build of this utility on x64 platform" by visiting the futura support website & downloading a service update. I have a computer with Windows 7 installed.
The website is www.futura-support.com
When you are there, click on the link on the left for "Service Updates."
The actual link to where I downloaded my udate is: http://www.futura-support.com/downloads/ce150.html

After reading through your problem, I began doing some research. You are correct with your initial assumption. Singer at this time, does not support Vista 64bit Operating System. They will support it on Vista 32bit, but even then you would have to install it in what is called, "Compatability Mode." Unfortunately, it is not uncommon to have many vendors not have their software work on 64bit systems. Many programs/applications were only written to work on 32bit systems. Ocassionally, you will have a system work on 64bit, by almost pure accident. Here's the link for the system requirements on the Singer Quantum Futura. http://www.singerco.com/futural/qfutura.html
For the plain futura system, you can go to: http://www.singerco.com/futura
click on the Futura System Requirements.
If you would like to attempt to install to Vista x64. Try following the compatability mode for 32bit Vista. http://www.futura-support.com/downloads/patch.htm#/ read the "Click here" to read the detailed installation instructions for installing on a Vista system
Best of Luck.

64 bit platform is not supported, the software can be used only on 32 bit platform

Ok, I know this is an old post, but here is the solution:
I am running Windows 7 (64 bit platform)
Go to futura-support.com
Upload the Update for your given machine
analyou have tried to install the software. Got to Control Panel>Uninstall Program> Futura> Remove Program and all Features
Then restart Computer
Reinstall disc...You will get the error, but just close it all
Run the Update that was saved to Desktop.
When you click FINISH, turn On Machine
Open the Futura Program and it should work.
I know this sounds ****, and crazy but it actually worked! The only reason I had to do this was because my computer crashed and I had to factory reset, and lost everything. When I had originally installed it, I was able to just call Singer and they stepped me through it, but now the new website and Support is Extremely not user friendly and good luck waiting on them answer an email.

Try installing the application on a Virtual PC running 32 bit OS. I am having this same issue right now on W7 ultimate.

I have no solution! that really stinks. I have been working on this for about 6 hours and now I find out that the CE200 Is not even compatible with the computer. Is there anything that we can do to remedy this. I guess my laptop is out.

Tips for a great answer:

First, there's a Windows 7 update
available at www.Futura-support.com. Click on the lefthand side, then
on CE100/150/250/350, etc, etc. Follow the directions CAREFULLY.
First, be sure the uninstall ALL Futura software you've attempted to
install and reboot your PC.
If for some reason this doesn't solve you're problem, I've posted a set of instructions at http://www.fixya.com/support/r8955271-use_machine_windows_7_or_vista that will allow you to run the software under XP on your Windows 7 machine. This is a bit more complicated a solution, but if you follow the instructions carefully, you should be fine. Try the Futura update first, though.
I hope this solves that problem.
Next, you say you're "still" having the connection error? Did I answer your problem before? I'm going to give you the answer to the problem I had with this, and if I already gave you this please leave me a comment on this. I check back daily, so I'll see it and we'll try and troubleshoot further from there. First, take care of the software problem. Next, make sure you're plugging the USB cable from the machine into a USB port in the BACK of your computer, not one of the front ports or a port on a USB hub. The cable and machine need more power than most of those ports provide, a technical detail that Singer doesn't realize. Good luck!
