There is no keyboard locking facility on the Macintosh.
I suggest you attach an external USB keyboard to your Mac and see if it works. If so, your builtin keyboard may need repair. If not, you will have to be more specific as to what behavior you are receiving from your keyboard, and what state your machine is in when it occurs.
