It sounds like the condenser fan motor has failed. Pull out the frig. Remove the back bottom panel and check the operation of the fan motor located next to the compressor. A failed condenser fan motor will cause the mullion to get very hot. Another possibility is heavily dust coated condenser coils that restricts the air flow. That is not a correct model number so I can't post the part number for the fan motor.
My older frost free GE Profile gets VERY hot on the sides and on the top during part of the cycle.
Is your temp indicator picking up the heat from the cycle? Check actual temp using a thermometer...hardware store should have one.
Are doors competely closed on the unit? No Food or plastic wraps/bags in the way?
Is the fan working properly, not squeaking or squealing?

Its always good to have a backup , the problem with your new ge is the sensor or the whole control board , ge will most likely pay you for what you lost in the unit. The sqeeky wheel gets the oil. Sorry I know the feeling , Good luck

If the evaporator coils behind the back panel of the freezer
are icing up because of auto defrost failure that will stop the circulation of
cold air and eventually affect the freezer too.
check defrost heater, defrost thermostat. If the heater and thermostat are ok it’ll be the control board.

No this is not normal. Maybe is not a big problem since the temperature in th freezer is finaly withing acceptable limits which mean that your products will not be spoiled and freezer will consume extreme energy by going below 0.
However the temperature should be stable between -2 to 0 not -3 not 1.
The problem is either the thermostat probe or the electronic thermostat or the elctronic control board.
The first two is not so expensive so in this case you can replace them. The electronic board it is cost about $200 so in this case maybe you should leave it if and only the problem get worst.
Finaly I sugest to keep an eye on it and only if the proble get worst then you should proceed to find which is the acual problem from three above and fix it. Also you should know that 0 degrees is the normal setting for the freezer.
