I think that the laptop is running Windows NT with Service Pack 1 installed, and the software that you are trying to install requires Windows NT with Service Pack 6 installed.
However, the _bigger_ issue is that Microsoft stopped supporting Windows NT (at any level of Service Packs) several years ago. Therefore, any computer running Windows NT that connects to the Internet is likely to get "hacked" within a few minutes of being connected.
So, my advice is to either "junk" the laptop, or try to find a "Microsoft Windows 2000 Upgrade" CD-ROM and license-key, and update your computer to use Windows 2000. However, Microsoft will stop supporting Windows 2000 in July 2010, i.e., just a few months away.
If you really want "Service Pack 6", find a friend with a CD-writer and Internet access. Access
http://www.microsoft.com/downloads and search for 'SP6A' -- download it, burn it to a CD-R, and carry the CD-R disk to your computer, and install it.
Then, run "Windows Update" -- there are many security-fixes that will be required, even after installing 'SP6A'.
Also, you might have difficulty finding anti-virus software that runs under Windows NT !!!!
