Look for the bios battery on the motherboard,changed them as necessary.near that are three pins with a jumper on pins 1 & 2, remove the jumper and place on pins 2 & 3 for about 30 seconds.
Replace jumper back on pins 1 &2, this will reset bios to system defaults, and would surely counter check the system and hopefully it would boot.

this would be a step by step guide on how to spot or trace the culprit causing you pc not to boot.
Replace or repair the found culprit upon checking with those steps.
but be sure to perform the steps with the plug(power cord removed from wall socket or power supply-avr) to prevent electrical shock.
