Question about Panasonic NV-FJ620 VHS/S-VHS playback VCR
If it was near the main video head, it's a video head cleaning roller. Since you seem able to clean the video head yourself from time to time, I would leave it off. It won't effect the performance of the vcr, as long as any remaining parts are clear of the tape path.

Broken head cleaning arm - don't panic though, as these parts are next to useless in operation anyway and do not affect the performance of the VCR - it is usually located between the head drum assembly and master cam (the big white gear wheel on the top of the mechanism in the Z-mech series) - it is clipped in place. remove the remaining broken stump from the deck, as well as the piece you found - throw those away and clean the heads manually as required.
Ensure there are no pieces of plastic/nylon lurking around any moving parts of the mech. and you should be OK.
