Possible that the heater coil has opened , the power line is cut due to failure in the circuit, the power switch or control.
So you will need a trace within to confirm on this as the possiblity of each of the indicated reasons can result with no heating.

Sounds like you might need a new steam boiler, or you may have a fuse that is blown for the steam boiler.

SOURCE: The hot water steam knob on my Sirena espresso

I had the same problem. Here is how you fix it.

There are screws behind the water tank. Once these 4 screws are taken out, you can take off the top heat plate of the sirena. Then there are more screws holding down the outerlining from which the heat plate rests on. Take these screws out so that you can take out the outer lining. This will give you full access to the part you need to work on.

Once the machine is open you will need a small allen wrench to tighten the specific part that has come loose. It attached to the axle from which the knob is attached to. Its a metal part that resembles this picture at this link

On this part there is a small screw that needs to be tightened so that it controls how far the knob can turn. When this part spins along with the axle, it will hit a stationary metal block that keeps it from turning too far. You will have to mess with the mechanics of it to figure out what I am talking about. Hope this helps and good luck!

I understand you have two questions the lever question I assume you are taking about the steam lever. The second question is how do you descale the unit.

Lets answer the first question first. The steam lever is not a lever but a knob. The knob is located on the right side of the unit.
1. Put container under steam tube turn knob downward to open until you get steam
2. Once you get steam turn knob upward to close
3. Put item you want to steam under steam tube and open valve back up to steam

Now to answer the question about how to descale the Incanto De Leluxe. When you are ready to descale the machine follow these steps.
1. Hold down the "x" button for 5 seconds, the machine will tell you it is ready to descale
2. Remove the filter
3. Fill the water tank with your descaling solution
4. Insert a container under the steam tube and open the steam valve
5. The machine will display descaling and finished
6. Then it will prompt you to fill tank with clean water for rinsing.
7. Press the "x" button once tank is full
8. Place container under steam tub and turn knob to open steam tube
9. When finished press "x" button one more time to confirm done
10. Replace water filter and fill tank

you must purge the machine first, by waiting till the light turns on then slowly turn steam knob until a steady stream of water appears.Make sure unit is full of water.

To descale your Magic Comfort +, enter the menu and scroll to descale. Push the menu button to descale. Mix your solution in your water tank. Use warm water and dissolve all the solution. Place the water tank on your machine. With a container under the steam wand that is large enough to catch all the water in the tank, you are ready to begin. To start the descaling process, open the steam knob. The machine will automatically start the descaling process and when it is finished, it will shut off and tell you that it needs to be rinsed. Remove the water tank and rinse with fresh water. Refill the water tank and place it on the machine. Turn off the machine, wait a moment, and then turn it back on. Press the hot water button to start pumping fresh water through the boiler. Pump out about 16 oz. of water and then turn off the hot water button and open the steam knob to rinse the steam boiler. When it starts to go to steam, turn off and turn on the hot water button again. Pump out another 16 oz. Repeat this process with the steam knob until you have emptied the water tank. Descaling is complete. Go to your menu and scroll to "reset descale", push the enter button and chose "Yes" and push the enter button. Now it will tell you we next to be descaled.

'Chugging' noise when trying to get flow of water from steam tube


You must press the hot water/steam button to make sure it is set on hot water. The chugging noise is the pump slowly putting water through the steam boiler for steaming. When you open the steam knob make sure it is all the way open, you will hear the microswitch click when you reach full open(test it out with the machine off). Red light also means heating and low on water, since you are using all the steam faster than it can make it hence the red light.

Gaggia syncrony compact is leaking. Removed top and it appears it is leaking from the area that the line goes into the steam knob. Doesn't leak when using the steam knob, just when brew coffee


Hi What color is the steam manifold? It is located under the black cover with the trough in back under the whit tube. If its whit or black it probably needs to be replaced. If you cool down the manifold after steaming you can prevent this from happening. Just turn off the steam and then open the knob again to run water. It comes out steam at first but then will turn to a water stream. Then you can close the knob and go about brewing or just let it stand.

Solis Palazzo Descaling (?) Problem? Please Help!

He has the first part correct, but when you rinse the machine with fresh water the machine needs to quit on its own and you will know this when the descale light is off, but you will have a flashing green light and a steady red light over the water drop. Refill the water tank, the close the steam knob and then open it again. This will clear the red light and then the machine will start heating. IMPORTANT on any automatic machine is when the water tank is off the machine don't do anything with the beans. A chip of bean in the water receptacle can be a big problem for the machine.

a. Possible air in the system. Switch to hot water iso steam, let warm water pas for a minute by turning the knob fully open. Stop tapping warm water (close the knob) and switch the machine to steam iso water. Try to get the steam by fully opening the knob (pump should start running). 
b. Solidified milk in the system blocking internal tubes. To avoid this always purge the system (shortly open the steam to an empty cup or a towel) after you steamed milk to avoid milk being sucked back into the system due to condensation of steam (this creates a vacuum and reverse flow). To resolve the blocked tubing: clean the nozzle and try flushing the system (tapping warm water).

Descaling


(Button 26 is the right-most one (2 intersecting
ovals.)
From the Manual:
Press the button (26) for at least 5 seconds to
select the descaling operating mode; the LED
emits a fixed light.
• Direct the steam nozzle (14) toward the drip
tray.
• Position a vessel of adequate capacity under
the steam nozzle and turn the hot water knob
anticlockwise (16). The appliance starts an
automatic descaling cycle with pauses preset
by the manufacturer and managed
automatically by the appliance.
• At the end of the cycle, the flow of the
descaling solution is shut off and the 5 buttons
start flashing simultaneously.
• Turn the knob of the hot water nozzle (16)
clockwise to OFF. In this case, also the warning
light (27) flashes.
• Rinse the water tank and fill it with fresh
drinking water.
• Position a vessel of adequate capacity under
the steam nozzle and empty 2/3 of the
contents of the water tank by turning the steam
knob (16) anticlockwise; to shut off the flow,
turn the knob (16) clockwise.
• Let the appliance heat up and empty the
remaining contents of the water tank by turning
the steam knob (16) anticlockwise; to stop the
flow, turn it clockwise.
