Unfortunately the only true reset is unplugging the unit from the wall. However this is NOT the cause. What you got here is a bad mechanism witch engages the motor inside to spin the disc. This mechanism will get stuck over time or age of the unit.
Repairing this type of unit is rather difficult as it seems that it is a all in one unit. cleaning it also would not help. A work around would be purchase a separate dvd unit, then hooking it up to the TV's inputs for a work around.
Fixing this unit would supersede the tv value and I would not recommend fixing them because of the difficulty.
My diagnosis is a bad DVD mechanism, and again the only reset is unplugging the TV witch will not solve the issue.
