yes, that's how the Samsung was made/manufactured. There is nothing you can do to change this.
Samsung phone are like this, they don't support a lot of programs and applications.
Its either you adapt with this, or sell the phone and go for a Nokia phone, that will definitely accept note pad an PDF files (Nokia E71, etc)
