Rca 42 in lcd hd Menu works but no picture, no sound.DVD doesn't work either.The screen is black with unusable signal circulating all around.Changed cable to an older tv and it is working fine.Has to be TV.

The back lights inverter is working because you can see the "Unusable Signal' on the screen, if the inverter is dead, yoo will see nothing on the screen at all.
If the T-CON (LCD controller) is dead, you will see just gray glowing screen with no pictures or text.
You may have problem with video processor in the main logic board (tuner, audio, source selector).

This is going to be difficult repair since you do have a way to try out the replacement board to be sure that is the problem. RCA service person has that advantage of parts in stock to try out.
I estimate the board from Jimmy to be about $150, from RCA will be twice as much, plus labor.
Take the back panel off and look for a smd fuse with an F on it. Middle panel in the upper left corner, it is about the size of a tip of a pen. We used a copper wire to make a jumper. Works great now!!! We also noticed that there we some loose pieces and we pushed them back in and now the buttons on the side of the TV work.
Ok. PCB means Printed Circuit Board.
It looks similar to the picture down below. A part must have gone bad on your PC board. So, the RCA shop ordered a replacement PC board to fix the problem. It's an interchangeable part. All newer TV now have PC boards, which each one hold a different function.
Go into the menu and change the HDMI Audio settings - the manual will give you a breakdown on this. HDMI is a little glitchy - if you were using red/gree/blue cables before switching to HDMI, you might want to consider going back to them - just an opinion.
Hey! I have the same problem as you. But! this would happen only when I got a power outage. Unplug the TV for a couple of minutesand all was fine. For the last 5 day I have no TV. I have tried everything. All the out on the TV and I still get unusable signal. My rep told me to unplug for 24 Hours. Still didn't work. My menu option work as well and every time I put the TV on, off or if I change the input sound will come on for 2 seconde and stop. If I find the salution I will let you know.
