If your laptop didn't come with a recovery disk, and your computer has Windows 7 on it, then try these steps...
Reboot into "Safe Mode", this is done by pressing F8 after you see the initial POST screen come up. Its not actually safe mode but the screen that gives you these options.
In the long list of options there should be a repair you computer option (most computers it is at the top, but if it didn't show you'll need to reboot and try again).
In the Repair PC option window there will be a Windows style interface, in that menu will be an option to return your computer to factory specs (this is pretty common on Dell computers). You DON'T want 'return to PRIOR state. This won't fix anything and will just aggravate you and waste time.
In the next set of option you will want to choose something along the lines of "complete reformatting" or "complete factory defaults", this will overwrite the boot sector and all, not to mention wiping out the virus.
The only drawback to this is that the computer will be reloaded with 'bloatware' and temporary software that you may have removed eons ago.

There's no way to reset it back to it's factory settings. If there is a system restore point saved in your Disk or DVD Disk you can use it. But it's for latest Operating System (Window XP and higher)
It's better to format it using Bootable CD's
