Question about Televison & Video
One simple solution could simply be that you don't have your playback device selected on the TV. Meaning that most TVs or old VCRs default to a 'blue' screen. The only way that this would change is if you physically went into the tv (or other device) and changed the settings yourself (telling the device to default to a black screen Its the only 2 options).
Hopefully your TV is new and you have your remote control handy; just find the button that says "Source" on it. Have a DVD player (or like device) playing/on so that when you start hitting the "Source" button (press then wait about 10 seconds) and hopefully you'll settle on the playback device of your choosing.
If after this procedure nothing happens I can only assume that there is actually something wrong with your 'tuner', so no amount of button mashing will bring your TV back.
Sadly, replacement parts are very hard to come about (if your TV is an older 'tube' style) and are usually costly as all hell. Not to mention a hassle for the weekend mechanic to slog through.
If your TV is an LCD a similar tuner situation may be at hand, but the only way to know this for sure is to have a replacement component and those are REALLY expensive. Seeing as those parts are 'all-inclusive' and actually replace several functions in your LCD. Given a $1000+ TV would merit a $100 part, things remain cost effective; until you find yourself replacing 2 or 3 of these components.
I'm not necessarily saying you need to take your baby to the repair shop, but they do have equipment to more quickly remedy the situation than the regular guy.
At least you have 'some' information with which to ponder.
