Open up the account in outlook, go to advanced, make certain that you have the account information correct, and if the port for SMTP has to be something other than 25- you may need to change the port. You can often contact your ISP for assistance- since they would be able to provide you with the ports to use instead of 25

This is a common problem. There are two settings that need to be accurate for the transmission of e-mails to work.
POP accounts use this format for receiving pop.att.yahoo.com
They use SMTP for sending ; smtp.att.yahho.com
Also, to make e-mail more private, you have to configure your email client (the program you use for e-mail). with ports and ssl layers and such.
Go to your HOME page for your ISP (Internet service provider) and click on the manage account of customer service links.
From there, you can get program specific instructions and setting for the most popular e-mail clients.

if its email, can you send by web browser like hotmail or your Internet Service Provider's email web page?
