Please let me know the Operating System installed on your computer (with Bit Version, i.e. 32 bit or 64 bit). Another query, did you mean the "Regional and Language Options" is missing? or a particular language? If I am right, you might be asked to insert the Windows CD if there's missing file/s, in that case you have to note the missing file, we can download the missing file and replace it.

Let me know with more details.

Awaiting.

Ok,, but you didn't tell me which operating system is installed on your computer. Anyway first try this.. (click here), open the link and download the file "ftlx041e.dll", copy and paste it into the system folder of your computer, i.e. Open "My computer" and again open "C:" drive, then "Windows" and locate "System32" folder, open it and paste it there, if you are asked if you want to replace, simply click "Yes".

Please note, close all possible running programs while doing this, sometimes it's not possible to replace, in that case you need to boot the system into Safe Mode... well, let me know if this doesn't fix, I'll assist you further.

(Don't forget to mention the operating system's name and it's bit version..)

    Good luck.

    Thanks for using FixYa.

Sorry, I forgot one important thing, you'll need to restart your computer once.... for the changes to take effect.. sometimes it will instantly work, but in most cases, it doesn't.

Ok.... let's proceed forward with it... now download and install this in the same folder (System32 folder)...

    http://www.4shared.com/file/66616705/4f3...

(this file is hosted on 4shared.com, open the link, click "Download Now" [blue button] wait for 20 seconds and again click "Download File Now" link to download the file..)

Let me know when you are done...

Hello.

Give this a try:

Click Start -> Control Panel -> Regional and Language Options.
Click the "Keyboards and Languages" tab, and then click "Change Keyboards".
Here, under the General tab, you will have to add a secondary language to your keyboard, if not you will not be able to view the language bar. To do this click Add, and select the language you wish to use, click OK.

If this does not help, or you do not have Vista, please let me know.

    Hello, again.

To correct this, follow the instructions below. You will need to have Disk1 in
    the CD-Rom drive.:

FOR WINDOWS XP AND VISTA 32-BIT:
    -
Open My Computer (or Computer on
    Vista)
    - Then right-click on the CD/DVD drive and left-click on Open.
    - Now open the Registry folder and look for the file called
    mscomctl.ocx.
    - Right-click on the
    file, then left-click Copy.
    - Now open
another copy of My Computer but this time open the C:\ or Local
    Disk
    .
    - Then open the Windows
    folder.
    - Now right-click on the System32 folder and left-click Paste.
    - The PC may or may not give you a
    confirmation that this was copied.
    - Now click on the Windows Start button,
    then click Run.
    - Note: Vista users need to
click Start, then type in "RUN" and hit Enter.

    - In the text box that
appears type in "regsvr32 mscomctl.ocx" and click OK.
    - This will attempt to
    register your ocx file.
    - If it fails try the above steps again.

Please let me know which operating system , if you do not have Windows XP or Vista and be certain that Disk 1 is in your drive.

  • NinaE Oct 11, 2010

OK. Have a different approach, now. I'd suggest to use System Restore and choose a date when your system worked OK. Note: with System Restore, everything, including your documents and other files you saved on the hard drive, will roll back to that date.

You can access System Restore by: Start - Accessories - System Tools - then System Restore.

  • NinaE Oct 11, 2010

Well, have another suggestion for you. Download, install and run Malwarebytes ( http://www.malwarebytes.com ). Be sure to choose the Free program.

    Again, hope this helps.
