Question about Computers & Internet
Please let me know the Operating System installed on your computer (with Bit Version, i.e. 32 bit or 64 bit). Another query, did you mean the "Regional and Language Options" is missing? or a particular language? If I am right, you might be asked to insert the Windows CD if there's missing file/s, in that case you have to note the missing file, we can download the missing file and replace it.
Let me know with more details.

Give this a try:
Click Start -> Control Panel -> Regional and Language Options.
Click the "Keyboards and Languages" tab, and then click "Change Keyboards".
Here, under the General tab, you will have to add a secondary language to your keyboard, if not you will not be able to view the language bar. To do this click Add, and select the language you wish to use, click OK.
If this does not help, or you do not have Vista, please let me know.

1. Open Regional and Language Options by clicking the Start button, clicking Control Panel, clicking Clock, Language, and Region, and then clicking Regional and Language Options.
