In any case, reading your original posting, it would seem that your OS is having a difficult time loading due to failure in installing one of the PC's devices.
One possibility is a USB device that is not responding such as a flashdrive, external hard disk, printer, camera and others. Try booting without any USB attached.

An alternative is to try and boot into Safe Mode to allow the OS to continue installing/running the drivers.

Where is asking for start normally look for another option called last known good configuration select it and see.
if he does not work insert your window cd into drive it will tell you press any key to boot from cd rom you press then it will get to a sgtage it will ask you press r to repair or press enter to continue you press r it will take you to dos environment type chkdsk it will scan and recover all lost data then type exit to restart then it wil work
