Troubleshooting listed on the Toshiba website:
The TOSHIBA Web Camera Application provides you with convenient operations and easy access to:
Preview the video that the Web camera is currently capturing, at the same time
Support 2D mode, Shutter Glasses 3D mode and Red-Cyan Glasses 3D mode
Capture still images
If this utility or feature is not installed on your computer, you can verify if it is available for your specific model under "Downloads" on the TOSHIBA support web site (support.toshiba.com). Not all utilities are available for every model and operating system. When installing any utilities, install the TOSHIBA Value Added Package first.
To open the Web Cam:

Here’s a very useful free tip that will let you use your Mobile Cam as Web Cam. All you need is a mobile (preferably Nokia) with a camera and some third party application to use your mobile as web cam. Pre-requisite is both your mobile as well as your system must have Bluetooth. First search for some applications which allows you to use your mobile camera as web cam.Wwigo and Mobiola are my favorite applications for this purpose.Just install Mobiola on your system and after that send the sis file to your mobile.Install Mobiola on your mobile also. Switch on Bluetooth on your mobile as well as system. Open Mobiola application on your system. You will see a Ready message. Now Open Mobiola application on your mobile and connect to the system. Thats it ! Now you can very easily use your Mobile Phone Camera as Webcam and enjoy video call and other things
Web cameras won't turn on until a program accesses them. Most laptops with a built in web cam come with software to take pictures and video.
Try clicking on the windows icon (start menu) and typing "cam" into the search bar. This should bring up the web camera application to test and make sure it is working. You could also use an application like skype or a website that allows live camera uploads like youtube (account required).
If this doesn't work, make sure there is a driver properly installed and the hardware is working in device manager (control panel > system & security > device manager tab).
try and install the right driver for this device ...that's why it says this ...it sees all wrong ...the issue with windows 7 is that does not have drivers for cameras or elder devices....if it is a built in camera ....just try to get in touch with the manufacturer and see if there is any drivers for the camera ...also ...you can try the driver for vista on 64 ...usually works ..but this is not a rule... if there is no other chance ..until the driver will appear on the internet ...just get another camera with driver compatible with this operating system ...or roll back to vista or xp ...cause this oS is not that great anyway ...its slow...hard t use...and strange...
Acer Aspire Model generally comes with a bison web cam driver.
To use the web cam search for an application that installed in program files. In windows Xp web cam can be used by double clicking camera icon present in my computer. If you are using windows vista or other operating system you need an camera application software,to use it. Without application software you can use your web camera only in messengers, for example yahoo messenger. If u had an yahoo messenger login and click on view my web cam,now you can see your face in your laptop. So first thing is search for an application software installed on your laptop.
