You have to do some caps checking and voltage checking.
If you are going to DIY and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). FL5 is related to input voltage. You state that the voltages check out. Service code FL5, "brown-out condition exists",
will reset after the condition has been resolved.
However, the reset may take up to 3 minutes. The LJ
controller checks the power supply voltage every 3
minutes. If the supply voltage drops below 85% of the
nominal supply voltage, the display will show the FL5
service code and the heater will not start the ignition
sequence. The controller will check the supply voltage
again 3 minutes later. If the low voltage condition still
exists the FL5 service code will remain. If the actual
supply voltage is above 85% of the nominal supply
voltage, the service code will clear automatically from
the display and the heater will resume normal operation.
If the heater was in either 'POOL' or 'SPA' mode
when the brown-out condition was detected, it will
remain in that mode when the condition is resolved.
If
the water temperature is less than the thermostat
setting, the ignition sequence will start automatically
and the heater will operate normally.

Check all the components at the main power regulator section. The voltage output from it should not raise more than 109VDC.

Possible that the main capacitor has leaked and so there is drop in the +B or the sub voltages. It is important to check the rail votages to the main board , remove SMPS unit an check.

Remvoe the panel and see if there is any infestataion of cockroaches or insects into the display panel. if so remove and clean the bord properly using some petrol and a brush. make sure you do not damage the display or the board. Now check for any dry solder on the printed board , if bad do a touch up solder on the suspected dry points. check for the filter capacitors of the power supply and the regulators.
Check votage to the mP , solder the crystal and check.

check main swithing transistor for open
check diode, capesetor and 3.3 ome resitor it may be open after then check
+ 12 to +18 volt for pwm ic and ,

if votage is not missing then change pwm ic

67 votage display on generator output.


Please stop making new problem threads each time you answer, instead post a comment to one of the 5 threads you already have open for this problem. It's getting hard to follow the conversation :-)

OK, now to the problem. You say you have checked 67 volts is displayed on the generator output, I think this means that you see 67 volts on the control panel display when the generator is running. This can be several different problems:
a) a bad CT/PT module that tells the controller the wrong voltage
b) a bad A/D module inside the controller itself
c) a bad voltage regulator

Get a real DMM meter and measure the voltages at the top side of the output (large) circuit breaker of the generator. Put the black lead of the meter on the neutral wire and then measure to each of the phase wires on the circuit breaker. If you get normal voltages then you probably have a bad A/D, if you get 67 volts on all 3 phases you have some other problem.

You still haven't told me what model/spec of generator this is, look on the data sticker on the generator cabinet.
