Do you know how to bring up the bios ? (try pressing del or f10, f12, f2 while the dell logo is showing at startup) usually one of these will open the bios. Now look for your "primary master" click on it and then click on populate when the option becomes available.
As long as the bios can "see" your hard drive it is still good.
from here you have 2 options.
the first is to pull out the hard drive and put it into a usb enclosure and reinstall your OS and software onto a new hard drive, while retaining access to your files and such on the external drive.
the second is to use the recovery tools on the OS install disk to try and repair the MBR (master boot record).
