Shower valve making banging noise pressure balanced even after changing cartrige

turn hose water off. open facet at lowest level to drain out lines. open a few faucets around the house to let air in. then close everything up. turn water back on. repressurize system by turning some faucets back on. see if it still happens. this is letting air back into any anti-water hammer devices that might be in system. sometimes they loose the air in them that makes them work. this should add air back in. good luck.

After changing my Delta shower cartridge i hear a whining noise when i run hot water in the shower. If I also turn on hot water in the bathroom sink (at same time) I get a banging noise from the pipes. ...

the banging noise is called water hammer and there are devices that can be added to your water lines to absorb the shock.

As for the noise, when you had the old cart out, did you flush out the faucet by turning in the water for a few seconds after removing the old one? This is a four hand job, one to control the water gushing out of the faucet and the other to conrol the shutoffs.
check seat and spring for correct assembly, the whine is caused by water pressure and flow obstruction.
