Well, yes, there must be a leak. look at the flapper valve for build up or distortion/ deterioration.

After flushing the tank and bowl both refil properly. After about 20 minutes the water in the bowl has decreased about 1-2 inches. The tank is still full. Not sure what the cause and/or fix is

Vent pipe may need cleaning out, vent stops up your system has to get air to work so it will take it from where it can get it and the toilet maybe the easied place.
You may have a vent pipe that may be partly blocked or clogged up. To check a vent pipe out you can have someone fill a sink or tub up to the flood level rim and plug the drain. Have them remove the stopper and watch the toliet you have had issues wit to see any water movement. Once you deteemine which one is the cause you can snake the vent pipe or run a water hose down the vent and turn it on to flush out the vent pipe.

Hope this will help you out.

Toilet does not flush all in one flush... suggestions

First make sure that tank is filling up to water line inside of tank. Depending on what type of flush valve and water level cotrol you have there are several ways to adjust water level. If you can adjust level to just below overflow tube.
On some of the older models that were just trying to comply with govt. water use standards they had problems getting them to flush completley on one flush. Depending on what method the manufacturer choose to use you can modifiy them to use more water on each flush and make them work better.
On the older toliets they used 3.5-4 gallons of water per flush and now they are not allowed to use more than 1.6 G.P.F. so they had to find various means to accomplish this. I am on my third toilet since this law came into effect and the one we have now uses a 3 inch diameter flush valve instead of the 2 1/4 to 2 1/2 of older models. It does work better but of course I had to buy and install new toilet. i'm sorry if this is not much help but a lot of the first generation 1.6 flush toilets just don't work very well. Thanks

VitrA #5055 toilet why will it not stop running

the flapper is not closing all the way in the tank. if, when the handle is at rest, the flapper chain is too taut, the flapper is not closing all the way. so loosen the chain. if there is slack, the flapper is not making a good seal and is letting water through. or if in the tank the water is going over the standing up overflow tube, you need to adjust the float. if you have the ball float, lift it up slowly and see if the water stops running. if not, replace the ballcock (valve where the float is attached. if it does stop, unscrew the ball a little or bend the ball arm down a bit until the water stops short of the overflow. if you have the shuttle float, do the same test. if the water does shut off, adjust the shuttle accordingly.

Toilet Question

Yes, it will run up your bill! Sounds like the float is hanging up. Take tank lid off and flush, watch the float and if your tank fills quickly but does not stop, bend the float arm to angle the float down further, this should allow your water to stop coming in much quicker. The other possibility could be if the plug at the bottom does not seal correctly after flushing, if so, the water will leak until the plug sits down all the way.
