That indicates the machine has major hardware failure. I assume you have tried taking out the battery for a good minute or so, then replacing it? That is about the only thing you can attempt from your end. Hopefully the phone is still under warranty for you, or you have the warranty plan through your cellular provider. If you do, you definitely need to claim it under warranty.
The system board of the phone itself is actually failing, it is a major hardware problem to say the least. It can be repaired but fixing it will cost more than a new phone.
